If signed into law, H.R. 242 would reduce costs for older Americans by requiring the federal government to negotiate lower Part D prescription drug prices on behalf of Medicare beneficiaries.."Under current Social Security law, that is all that's required to later claim benefits," Hyland explains. "To file a claim, individuals must have a work-authorized Social Security number, and would become vested for benefits with ten years of earnings," Hyland says. "The oldest of those who are eligible for the deferred action could feasibly have worked illegally long enough to already be vested for Social Security - even for disability benefits," Hyland notes. This would add to the program's solvency problems since the Congressional Budget Office and Social Security Trustees have estimated that the Social Security disability trust fund will be fully insolvent by 2016..Through 2012, annual COLA increases have been tied to the increase in the consumer price index for Urban Wage Earners and Clerical Workers. Deficit reduction plans would switch to a more slowly-growing CPI known as the "chained" CPI to determine COLAs. Traditional CPIs measure the increase in prices. But the chained CPI doesn't. It measures consumer spending when prices go up. For example if the price of beef goes up, it assumes people switch to less costly choices, like chicken. The chained CPI measures inflation as growing less slowly than traditional indexes.."Low COLAs also take a huge toll on overall growth of Social Security income over a retirement," Cates says. "COLAs are like interest, and when COLAs are so low, benefits remain flat. Because benefits are lower now, the amount of increase, if more normal patterns of inflation resume later, will be based on lower benefit amounts, reining in future growth that retirees may have factored into their retirement plans," Cates explains..To avoid the fee in 2014, you need insurance that qualifies as minimal essential coverage. If affordable insurance is not available through your employer, you can shop for health insurance through your new state health insurance exchange, or market place. Middle to low income people who buy coverage through the exchanges will also get government subsidies in the form of advance refundable tax credits to help pay the premiums. These tax credits are only available if you buy coverage through the exchange. You aren't supposed to get the subsidy if you have an offer of insurance from your employer that meets the standards. You qualify for the subsidy if your income is less than 400% of the federal poverty level.
